The second phase proposes a new governing authority excluding Hamas, a multinational Palestinian-Arab security force, and&nbsp;Arab&nbsp;and Islamic funding for reconstruction, with limited participation from the Palestinian Authority.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Iran\u2019s Position<\/h4>\n\n\n\n<p>So far, Iran has been measured in its response.
